How to legally complain about an irresponsible government office
Complaints can be filed online in the website by Department of AR&PG (Administrative Reforms and Public Grievances), Ministry of Personnel, Public Grievances and Pensions.
It is a Government of India Portal aimed at providing the citizens with a platform for redress of their grievances. If you have any grievance against any Government organization in the country, you may lodge your grievance on this website which will go to the Ministry/Department/State Government concerned for immediate redress.
The grievances arising out of Unsatisfactory response or No response from the Ministry/Department concerned will be taken up by the PG officers of DAR&PG who will take up the matter with the Ministry/Department concerned for close monitoring and expeditious redress.

Log on to website - http://pgportal.gov.in.
On the home page, Click on first link - "Lodge your Grievance here".
Fill the "GRIEVANCE REGISTRATION FORM" on the next page and submit your complaint. Entries prefixed with * must be filled on this form. You may select the Department you want to complain against from the long list in this form.

Respected Sir/Madam,
I am a resident of Indian Foreign Services Apartments ,B-201,GH-24, Sec -56, Gurgaon, for the last 3 years. I would like to complain against Mr. Niranjan Desai ( Retired IFS Officer ) and his wife. There are 64 flats in this society ,some are let out to tenants and some are used by the owners ( IFS Offices).
Mr. Niranjan Desai being an retired IFS Officer , thinks this society belongs to him & his wife. There are children in most of the flats in the society but he has laid down rules that children are not allowed to play in the society. For examples: Play with Ball is not allowed, Cycling is not allowed, Play in the Green area of the society is not allowed, Adults cannot walk in the common area, we are not allowed to sit in the garden and off course Not allowed to step near the Block A Garden where he lives.
He has also laid downs rules which are difficult to abide by. The rules say: Holi Is banned in this society, Diwali Is Banned in this society. Any kind of celebrations are banned in the society. Mr. Desai doesnot have any rights to stop anybody from celebrating their festivals. We the resident of IFS have also made some FIR with the police but no action has been taking.
I would like to describe a recent incident. On 4th March 2010 as the children from all the flats had gone down to play in the evening at 5:30 p.m. ,Mrs Desai instructed the Gardener to water the ground where the children played. As we spoke to Manager Mr. Chandan Singh,as to why he is water at this hour . He simple told us he has to do as instructed by the Management, so the children went to the another garden in Block A to play. Mrs Desai then instructed the gardener to put water on the children as they played there. This is inhuman and her ego was what we got to see. This is no way elderly persons should behave with Children.
The rules are becoming never ending day by day. There are no set rules we are to follow. The rules are made as per their requirements. It is clear that he has problem with us ,with our children and all living in this society. Mr. Desai is taking undue advantage of this position which once had as an IFS Officer being a government employee. He also threatens us that he will renew our leased in this society if we don’t abide by his rules.
I hope I have expressed myself. We are actually being bullied by Mr. Desai day in and day out. I also think our children are being deprived of their right to play and Mr. Desai is depriving us from our festivals and going against Human Rights act. Some action has to be taking in this regards. I request you to forward this complain to the appropriate sources where action can be taken.

Dear Sir,
We also wish to bring to your kind attention that an RTI has revealed that longer tenure of the Mr. H.K. Pandey, Education Officer at Directorate of Education (West-B) zone 17 & 18. He stayed here from 08/08/1995 to 18/04/2011 as Dy. Education Officer & 19/04/2011 to till date as Education Officer Permotion in same district and violation of the transfer policy. The normally tenure at Government offices categorized as ‘A’ & ‘B’ will be four/five years and categorized as ‘C’ will be two years.
Your kind attention is also invited to the unusual longer (even decades togather) tenure of Mr. H.K. Pandey, Education Officer (mainly at Directorate of Education (West-B) at Vikas Puri, Delhi). He has to support private schools management and parents harass by other means like misleading the parents for EWS admission and create fear psychosis among public and parents & treated in an arbitrary manner with them. Mr. H.K. Pandey, Education Officer is the biggest hurdle at west-B, zone17 &18 in the implementation of RTE-2009 Act.
In Gyan Lakshay NGO & Parents complaints it was irrefutable proven that the private schools violated the provisions of RTE-2009 Act and whereas the DDE (West-B) zone 17 indicated their helplessness in the matter, the Enquiry Committee also prepare report in favoured the pvt. Schools, without consultation with all the stakeholders due to impact of Education Officer, it is a clear case of bureaucracy bungling under pressure.
However, information obtained under the Right to Information Act (RTI) by Mahender Saini, an RTI activist, has revealed that the official tenure of any officer are decided by the HQ as per need. Is Mr. H.K. Pandey, the only competent hand available person as Dy. Education officer or Education officer for West-B, Zone 17 &18,? While high-handedness (of favouring few with longer tenures and moving other ever 2-3 years) in the name of Departmental needs continue in Directorate of Education (West-B). Analysis would confirm beyond doubt the favouritism to few selected officers by Directorate of Education (West-B). The Education Officer develops an illegal nexus with Pvt. School’s management & admission mediators.
This shows the high level of discrimination and favouritism being practiced in posting in the name of Departmental requirement. You are well aware of moving few officers every 2-3 years while retaining others for 15-20-25 years at a stretch particularly at Directorate of Education (West-B) at Vikas Puri, Delhi. He has been unduly favoured with abnormally long stay in Directorate of Education (West-B) and forthwith needs to transfer another district.
We request you to seriously consider our demands with full honesty, take an immediate decisive action on our demands in the interest of the Childs & RTE, and will immediately inform us.

Intimation regarding a cheater cunning fellow criminal who f..ke
I,m from Belgaum, Well wisher of Society. I hate criminals & Law breakers.
I have seen Mr:T.Keshava Rao. Assistant Medical Record Officer, Belgaum, District Hosp Belgaum Profile in Facebook, He is a cheater cunning fellow with good man’s mask in the society.
I knew little about him, started investigation about him. His story is very interesting; He is a cheater and cunning fellow. His law breaks, rule violations known to everyone but no one rose because he is from ……….cast. Whoever raise’s complaints against him supposed to face unnecessary caste related problems? Because of this he is going on violating the government rules by bribing feeding huge amount of bribe to government baboos.
1. Once upon a time before 1998 he is a attender (group D servent) in Victoria Hospital, Bangalore, under Health & Family Welfare Department, Government of Karnataka. Posted as chaparasi to Operation Theater to assist & look after OT cleaning.
2. He is not eligible for in-service MEDICAL RECORD TECHNICIAN course, He applied and gave bribe in all stages and completed training course. This is his in-service 1st training deputation. Ref: Departmental MRT training eligible circulars published every year from H&FWS.
3. During 2003 he applied through department, for backlog reservation of MEDICAL RECORD TECHNICIAN post and selected. Here he must give resignation to the old post and rejoin service freshly as MEDICAL RECORD TECHNICIAN. But his service register continued!! By violating all rules with huge bribe.
4. His probationary period is still not declared!! As MRT. And all his leave credits carry forwarded, he is enjoying his government job happily.
5. According to Karnataka civil service rule KCSR one employee should deputed to any in-service with salary training only ONCE in a whole service. But he is deputed to MEDICAL RECORD OFFICER training at JIPMER Pondichery. The course is run by Central government CBHI DGHS, New Delhi. Here also huge amount of bribe and violation of rules. He is already deputed to training in above ref:sl.no2..
6. Due to his misbehavior with female colleagues, he is removed from his duty place, and kept separate from his regular duty.
This type of criminals should not be encouraged, Please keep him immediately under suspension. Department enquiry should be conducted and he must punished

Against Corruption.
My neighbor working in Central Govt. as on carpenter post. His total service approx. 36 years. He is behaving that he is king of this area. He is hard drinker. Everyday in night shout on neighbors without any reason. He have shop on his wife name. Which is stared before 10 years. Which is partition of his own house and he have allotted Govt. Room at Ghatkoper (West) and this room is on lease. He have lots of illegal property Mumbai. Why Govt. not taking any action against them. We are poor! But not helpless.
